2pp, Sept 20, 2010 Dr. Kellie Leitch and cbc Lang and O'Leary Exchange
The following letter was sent Monday, Sept 20, 2010 to Dr. Kellie Leitch, Director of Ivey Health Sector, MBA Program, through her web page at the university of western Ontario. She was interviewed during the week of Sept 13-17 on Lang & O'Leary Exchange, CBC. It seems O'Leary has severe problems with the civil servants running the health care system and privatization would resolve funding problems therefore the inadequacies; I don't think he knows what I have found myself within. It will be interesting to see if he is as outspoken if he reads the blogs; if he is allowed to be.
Dr. Leitch believes in new technology as the tool to save the medical system but as she is a surgeon and does not give Drivers' Medical Examinations, one must believe she does not know of the corruption I have found myself embroiled in concerning my inquiry into the type 2 diabetes drivers' policy and the horrific consequences of that policy and the corrupt civil servants. New tech will not change the illegal demands upon the health care system by the corrupt civil servants that I have encountered and their colleagues that remain hidden within the Ministry of Health and the Solicitor General's Office. The new tech will only help if it is allowed to be used. The corrupt funding practices surrounding MRI is an example.

My human rights complaint, as a diabetic driver, changed gov't policy in how All Disabled Drivers, not just diabetics, are treated in BC, maybe Canada. No small thing. Think of the questions I asked about this policy and its consequences upon the diabetic, the health care system, and doctors, surgeons such as yourself, and General Practitioners. A private persons questions changing policy? You think about that and your endeavours to change policy and thinking. As a surgeon you are deeply involved in this and don't even know it. The corruption I have found myself within is horrific to say the least.
Doctor, you stated that you, a doctor, need to internalize change to make change; you were referring to technology. Something like that. I also believe in this. But we really need to know where we are to begin with, the tools will not help if they really are not needed to begin with; to correct the three most noteworthy or publicized problems, Emerge Overcrowding causing unexpected and unexplained death only explained through Overcrowding. Do you stand up and say this to the survivors? Do your colleagues that work Emerge?
Second, long wait-times to see a General Practitioner, I waited 7 days two weeks ago to review my urine and blood test and renew prescriptions. (The G Ps are filling out gov't forms, something that you are not. You do not give me the Drivers' Medical Examination, as I need a recommendation from a G P to see you, the cost is prohibitive and not really needed.) Do you know about this medical examination that is mandatory for diabetics?
Third, long wait-times for bona fide, or medical necessary surgery. There is supposed to be a lack of funding for such things. (May 2009 saw me buy spinal surgery as I was not going to wait two years and loose the function of my lower bowels for corrupt civil servants and their illegal demands upon the medical system that has created this mess. Dr. Sahjpaul of Lions Gate, I believe is Chief of Surgery and he and his team are not funded on Fridays there fore he works through Dr. Day's Cambie Surgery Centre and saves lives like mine.) (This cost me about 10 thousand plus change. There is funding for this and the gov't is misusing tax dollars, lying about this, and endangering peoples lives. They don't respond to my questions about this. Too much liability. And your Emerge colleagues or you are the ones trying to explain the deaths and maiming in Emerge, where the corrupt civil servants should be there, as there illegal behaviour is causing the Overcrowding, thus they should be there explaining their killing and maiming not the doctor. Doctors are the scapegoat for these corrupt civil servants.
Additionally, you stated that you do not have civil servants standing over your shoulder telling you what to do. That's great for you, as you are a surgeon and other things I believe, but not a General Practitioner. This is really important as G Ps are forced to turn me into the Office of the Superintendent of Motor Vehicles, this licensing department is under the umbrella of the Solicitor General's Office. The G P is threatened with penalties if they don't, as I am if I do not comply with the illegal demand.
This is what I have found myself within. You will not believe what has happened to me since my inquiry into this policy 2002-2004. Human Rights Complaint, 2004-2006. Second, HRT discrimination complaint 2006-2007, a Representative complaint, like a Class Action complaint. The third discrimination complaint where the gov't and their newly hired academic researcher presented 185 stolen research papers, from the who's who in research publication, to legally justify the policy. I asked where the Permission forms were and they lied about not understanding the scope of the complaint and with drew the stolen research therefore the policy is still illegal but the BC Human Rights Tribunal buried my complaint and I cannot file another one until the BC gov't provides their new Driver's Policy, actually a first bona fide paper, concerning All disabled people that drive. They will never do this as modern science states there is no difference in driver mishaps between type 2s and non-diabetic drivers, little lone how they are going to explain the horrific consequences of the policy.
This corruption has led me to place my letters on a blog site as I do not have funds for a court case or website. I have recently sent the above to the RCMP, Human Rights Watch in New York, the UN Dept of Prevention of Genocide, Concordia University's Dept of Prevention of Genocide, and others. If you really are working to make the health care system better I suggest you read the blog as you will come to understand that 18-22 % of G Ps are filling out forms for gov't, the Overcrowding is explained and there really is funding for surgery.
Why have I continued on with my inquiry? Because I am not the monster the corrupt civil servants present me as. I have Constitutional Rights, Human Rights, Motor Vehicle Rights, and the medical system is worth fighting for. The corrupt civil servants also need to be taken to task as they are endangering lives as well as the health care system for power and greed sake.

Doctors and society's demands upon the health care system are not the problem, the gov't is.
I will try and contact Lang and O'Leary but I have not found such a site for contact. However, I do not believe they will be allowed to report this as I have contacted the CBC previously and they are afraid to acknowledge this. And yet, they interview the Emerge doctors and the survivors don't they but not those 50% of Emerge clients that Emerge doctors state should not be there. Why are they there? They are not Martians. They are there because they are not going to wait for seven days to see a G P. They never interview about the illegal policy and its consequences. Why? (Scale needs to be realized here; the gov't states that 9% of 4.3 million B Cers, are diabetics, about 387 000 and most are drivers. Then add the other 100 or so medical conditions the OSMV states are problematic and need monitoring.) There are two 70 page reviews of what is happening. the first 40 pages are what is happening and the following are thirty pages are who else has been contacted and why; such as the BCMA and BC College of Physicians and Surgeons, who are supposed to be evaluating the so called New Policy, a first policy really. They've had two years to contact me and they haven't. They are not going to and all the while people are being killed, maimed, and having their lives endangered such as happened to me.
It's interesting stuff doctor. It's called Genocide. Genocide in a Democracy is today called Democide, large numbers of the public killed by gov't policy. This is what I have found myself within. You, as a doctor, are also involve except you didn't know it until now.
It would be appreciated if you would pass the blog to as many people as you can. Change also comes through public scrutiny of gov't actions, through people such as you and me, Human Rights Watch, the UN, and universities if they are not afraid of the withdrawal of funding if they stand up to corrupt officials. This is why this policy needs to be public so this does not happen. The people doing this to me and you, as a doctor and private person, are monsters, real monsters and they use me and doctors as the scapegoats for their problems.
